(The plaintiffs in this case are some USAID contractors and the American Bar Association. They say Congress appropriated *obligatory* foreign aid & democracy/ rule of law promotion monies in a March 2024, and the Trump administration is flouting Congress’ mandatory command to spend these $$)
This seems like the admin is trying to string out the cases past Sep. 30, according to their absurd pocket rescission trash. They believe the monies are forfeit, to say nothing of how drained any of the plaintiffs are now 4-5 months unpaid.
Judge Ali’s original preliminary injunction & enforcement order said he would not let the administration pocket rescind by running the clock out, and that if they did so he would use his equitable discretion to extend the statutory deadline (Whether that’d stand on appeal is another question)
