As I recall, the specific powers granted to the President are >enumerated< elsewhere in Article II. But, I guess the idea that that would limit the power of the President is now quaint.
The argument is now that POTUS has a retroactive, arbitrary, and infinitely granular veto power. Even if 2/3rd of Congress overrides a presidential veto, that president can ignore the override. Of course it's absurd, but they are doing it. And SCOTUS so far isn't stopping it.
