What I feel you're not understanding is that racism can include "positive" attributes, it's still racist. And underlying superficially "positive" stereotypes are often deeply bigoted views. Take misogyny; dividing women into "saints" or "whores" is the ancient method of control.

I realize positive also racist - but note he doesn't do this. He says good and bad in every country, which I agree with - and is the opposite of racist claims of uniformity. He also makes the dumb claim that the US managed to pick the good, and UK ended up with the bad, echoing UK racists

Regardless of what he said in the first tweet, in his own quote tweet of that, he simply posted a gross stereotype about an entire ethnic minority. It doesn’t matter whether he has a broader argument and whether that argument is right or wrong. None of this removes or justifies that tweet.
