Imagine, a species with increasingly hostile living conditions (socially and climate-wise) naturally starts producing less offspring. Maybe we should work on fixing some of those existential factors before worrying about birth rates.

Problem with this hypothesis is that people tend to have fewer kids as their level of autonomy, education & living standards improve. No one has any idea how to reverse this without coercing women.
