Yes it seems pretty much impossible to spin sovereignty without full representation as anything other than apartheid, a charge you would think Israel would like to avoid rather than strengthen.

Yes, which is why it's disgusting that people don't want to admit that Palestine is absolute apartheid against Jews. Outside of Israel's protection, a Jew would be met with death. That's far from full representation.
