A couple of things - I’m assuming he’s going to declare a national emergency here to justify this. No doubt red states will mobilise their own national guard and he’ll either force blue states to or send in guards people from other states.

He’s plotting to rig the midterms, but on the chance he doesn’t win, he will say he won anyway. And if you protest, the guards will stop you. Trump is an evil demon.
