The Nazis did in fact purposely send in soldiers to big cities like Hamburg in order to provoke resistance that would give them their "national emergency" fig leaf to arrest political opponents and seize control of city and state governments. It is all the same playbook.
But, he's also limiting their deployments to 29-days so he doesn't have to fully pay them!

The real deep problem we have is that there’s a sizable portion of our fellow citizens don’t see this- they see it as justified and are completely immersed and an information system that refuses to show them any other options and another large group thinks that group doesn’t exist.
