In Stalin’s USSR that’s exactly how it worked. Millions of tons of steel - apartment in central Moscow. And there were always new vacancies popping up in central Moscow because of, well, Gulags.

Regarding people getting sent to gulags making more vacant apartments... Is that *actually* part of why Stalin did that? 😳

Many who were sent to Gulag were close to power and had lived in prime real estate prior to their arrest. The housing authority would reassign the apartment to the next up-and-coming civil servant who knew how to work the system.
