Regarding people getting sent to gulags making more vacant apartments... Is that *actually* part of why Stalin did that? 😳
Many who were sent to Gulag were close to power and had lived in prime real estate prior to their arrest. The housing authority would reassign the apartment to the next up-and-coming civil servant who knew how to work the system.
Now they just go out the window.
