Solidarity payments in football are a mandatory FIFA rule (part of the Regulations on the Status and Transfer of Players (RSTP)) where up to 5% of a cross-border transfer fee is distributed to clubs that have trained a player between the ages of 12 and 23.

Ta. I've looked at FIFA's explanation but still lost with the £5m difference. Isak is of the right age, but this isn't a cross-border transfer. And who pays the 5%, buyer or seller? How can one club pay £Xm and the other get £Xm plus £5m. Maybe it's just too early in the day for me.
