Say a quarter of people will never find it really satisfying and have strong desire to cheat at some point and only half of those people will. Well now you have a population small enough to ignore completely yet is more than one in ten people.

Their real problem was finding a partner who wanted to reject social norms in the same way they did, hard to find other people willing to do that. With AI you only need one.
