Once the Exercise branch is granted absolute power (as in Trump v US), it's hard to argue the Supreme Court can modify it in any meaningful way. Their decisions no longer have the weight of law because the rule of law is dead.

Just a thought Perhaps start with CA, NY or some other state that has a large scale diverse system, as a starting point or base for planning. Since all the states have the same basic political, economic, etc systems would be working in parallel.
