it is complicated so the effort would be a huge undertaking. it is less about withholding money owed to the federal government than it is about gradually refusing federal support and creating in-state versions of those things. then there is airspace and interstates and national parks... but possible

Right now there's no way for states to not pay federal taxes without individuals and employers just not paying. But they could make some sort of centralized federal tax collection system. There was a similar measure in Washington in 2010 that would have done this, but never put on the ballot.

The measure would direct the state to collect certain federal taxes & place them in escrow account in state treasury. The taxes would be distributed to their federal recipients or transferred to the state general fund, depending on whether the federal government is acting in a constitutional manner
