The UK has a thriving black market economy, cleaners, care workers, restaurants, small shops, building works, so modern slavery is alive and well in the UK and with less money and resources available they’ll continue to grow

Therefore, we should have greater funding to local councils to employ more trading officers, police, etc……. But we know it isn’t going to happen

What you have just illustrated is a relatively small number employed unscrupulously outside of the law. Not everyone in a UK outside of the ECHR.

Probably not as small a number as we’d all like. I’m not in favour at all of leaving the ECHR by the way, but many are employed by bogus care companies, restaurants and the like

Sure, but it's got very little to do with the ECHR or the Human Rights Act of 1998! I am sure that the politicians will find ways to conflate the two though, they all seem hell bent on dragging us out to one extent or another.
