No, it's based on spending a certain percentage of what you actually make. Believe it or not if you win leagues, European cups etc you make money and don't even need a sugar daddy. It's great

NU HAVE spent a lot of money since the takeover..their net transfer spend is very high. It may well have been the highest before the start of this window (joint with 115 FC). LFC are big, big sellers of players as well. Their current net spend this window is lower than EFC even!
