The fact that they're doing this in one of the safest neighborhoods in the city really gives away the game that this has nothing to do with safety & everything to do with intimidation.

For those unfamiliar with DC, Georgetown is fancy prancy. There are 8 bedroom mansions in Georgetown. There are six bedroom, $10 million townhouses in Georgetown. Houses in Georgetown start at $1 mil. There are multiple Michelin restaurants. This is a seriously nice, affluent neighborhood.
