No; the article is mostly about a number of small retailers who have opened since 2020. This is most of what's in the article as it regards chain retailers.

Before 2020, coffee shops and boutique clothiers could rely on the spill off from office jobs and name brand retailers to fuel daily sales. Now, small businesses are under growing pressure to save the downtown core. Big box stores have left, including Target in 2023 and, the following year, outdoor outfitter REI, which cited retail crime when they left. Nordstrom’s top executive told Mayor Keith Wilson this year the upscale retailer might be mulling an exit from downtown. About a third of downtown offices remain empty. In other words, few white-collar workers have returned to their desks to shop during a lunch break or after work, said John Gillem, a researcher for the real estate data firm CoStar.
