Black paint will actually help out more then, since the temperature differentials would make them cool faster once they're no longer being heated from an external source.

Are you sure? Black would absorb heat during the day and radiate it back at night. Thus they would be warm longer not cool down quicker. Visually, though, a person in dark clothes would blend in to a black background more easily than a light one.

White would also absorb heat and radiate it, although not as fast as black does. By painting it black they allow the radiating to occur faster, making the wall safer more quickly than a white painted fence would. Although in both cases the difference wouldn't be particular substantial. 😄

Black paint doesn't really make metal hotter. Case in point, black thick slatted wrought iron fence surrounding the pool. In texas, during a heat wave, full sun from dawn to dusk.
