Okay. But it really means nothing because Estonia doesn’t have nukes. If Russia attacks in a year or two and Ukraine says “we want to call in that security guarantee…” and the USA, UK and France opt out on nuking Moscow… what’s Estonia going to do about it?

Nobody's going to nuke Moscow unless Putin uses nukes first. And I really don't think Putin is that stupid. Meanwhile, Estonia does have a military and Ukraine can use all the help they can get.
