Our incentives are out of whack
I think we need a Constitutional Amendment requiring the Fed Gov to ensure that every home in America has access to safe drinking water. And I also think the first 1000 gal/month should be free. If we can build datacenters, we can desalinate water at the coasts and pipe it in to fill reservoirs.
If we're dreaming of amendments I am fond of a detail of the German constitution. The first right is to be humanized. Second is free speech, so dehumanizing speech (calling people vermin, thugs, etc) is dehumanizing and beyond the bounds of free speech since it violated the first existential right.
