You’re presuming they can narrow down the shooter’s location sufficiently. And that their (or relatives’) DNA is on file.
If your third cousin who you have never met and probably don't even know exists took a genealogy test, the police can narrow you down. It's nearly impossible to get away with something like this in the times we live.

I think I'd start first with the student body and staff; someone knew where he would be setup and had time to scout the sightline to the target. Any students who made sudden relocations would be suspect, etc.
