Not everybody "lost" money, some people got rich out of it. Money don't just disappear. It went to contractors. Strangely, we don't have the list.

That seems to be their favorite way to fill their own coffers - by proceeding with whatever pet projects they want and however they want without regard for law, policy, oversight, etc. Then, if they get a slap on the wrist, the money has already gone back to their donor friends. Sickos.
