Trump doesn't "always ensure there's something new", he just does what he was always gonna do. He was always going to order a military occupation of DC. He plans to take over other cities, and if we don't stop it, that's not distraction. That's just nobody stopping a tyrant.
A military option was always been an element in the MAGA/Heritage/Christian Nationalist planning. At the first Trump inauguration, gaining control of the DC National Guard was seen as so crucial, that replacing the DC commanding officer couldn't even wait till the inauguration ceremony was finished.
The one thing I personally can point to and confidently say was just a distraction was him releasing Melania's nudes in the wake of the Hollywood Access tape, and that led directly to the suspicion that she lied on her visa. He just does what he wants and nobody holds him accountable.
There is no grand plan. He isn't deftly lining up scandals so that everyone is too scattered to respond. Congress simply is not responding. There has been enough ammo for impeachment and criminal charges for a decade now. The lack of response is not because of distraction.
