I also like that the phrasing “carafe d’eau” implies you actually get a decent quantity. In so many UK restaurants if you ask for tap water you’ll get a single tiny glass. (Or, as I found out once, if they don’t serve alcohol they’re not actually legally obligated to serve tap water at all!)

In france restaurants are legally required to let you order tap water for free. But to be fair: unscrupulous establishments may abuse their clients' lack of knowledge, and tourists would sadly be prime targets.
They don't let you do that in the Czech Rep.
In Germany, water is legally required to be the cheapest option of the drinks. Which leads to really silly situations in fancy restaurants that serve expensive wine for 5 Euro per glass, and then the water is priced for 4,50. But in normal restaurants, the rule works fine.

In HS, I worked at a rural Iowa Pizza Hut . It was basically the only place in the county open past 8 PM, except bars. We'd abhor Friday nights with local football games 'cause the place would get packed with teenagers who all ordered the same thing: Breadsticks Water So I think this is reasonable.

It really isn’t, they’re allowed to charge for water, even if it’s a shitty thing to do As long as they don’t actively hide the price from customers, and it’s the customer’s being willingfully ignorant to the prices listed on the menu If they are hiding the egregious price is when problems start
