The state of applying for work in an industry that is even remotely competitive when you don't have any contacts is staggeringly bleak and despairing. It should be a huge issue, but in this neoliberal age no one is in the category of the 'unmerited' more then the unemployed, so anyone with power
basically thinks they deserve it anyway. It wouldn't even be a difficult fix, just start saying 'right, if you want people to do more then 30 minutes of work to apply for your job, you need to start paying them'.
