Think how many people ostensibly ’qualified’ to do the job at your place of work are lackwits/incompetent - then consider how someone with no health background (but a 2.2 in PPE) can ‘run’ the NHS.

‘Philosophy, politics and economics’, it’s what you study (preferably at Oxford) if you want to be an MP. Probably less what you learn and more the networking with the sort of people who can help you political career.
