That's likely a well, or a tapped spring. Unless there's a drought, the water is, for all intents and purposes, infinite.

Wells can dry out. Water recycles forever but much of our water is undrinkable (e.g., seawater). It's drinkable water that we have shortages of.

I have a 1500 gallon cistern that is fed by a spring. It overflows 10-11 months out of the year. We also have to have it tested yearly, and our water is purer than city water. This thing is in the mountains. Their water is likely purer and more abundant than mine is.
