So, while TOD vetoed bus-only lanes on Denny, the only reasons they provided were the sunk cost of programming their ITS software and things that might happen in a decade or two.
I gotta look for it but I think CH blog was reporting it was because anything gained by adding an Elmo lane was lost by pushing the traffic onto the side streets, there'd be no reduction in reduced demand.
