Not quite, germany before nazism never had birthright citizenship, instead it was determined by the nationality of your parents. After the nazis came to power they revoked citizenship for jews and other persons, and didnt end a policy that didnt exist.

Whilst you are quite right, their policies vis a vis mixed races, paternal and maternal grandparents as well as parents etc to ascertain a "level" of "jewishness" effectively boil down to something very similar (well the original Nazi party laws did before the Wansee conference)
