Exactly. I worked in legal at a record label after college, and all of my bosses were VPs, reporting to the EVP/President. Any attorneys they hired for the department were brought on *as VPs* but were still relatively low on the corporate pecking order. Definitely not paid crazy well, either.
Yeah Vice President titles get handed out in lieu of things like benefits or raises.
