Yes. State run elections. So (1) redistrict to favour GOP, (2) change the voting and vote counting rules to favour GOP (3) interfere with voting systems to favour GOP. All at state level. Nationally create barriers to postal voting including reducing mail boxes. GOP can’t win fairly so they cheat.
