Should they then orders they believe will harm people? Or not follow those orders? Wouldn’t they just be fired? Is getting fired better than quitting?

I don’t think so. Resigning makes a much stronger statement. One that says you are willing to lose your well paying job rather than your integrity. Being fired means you were willing to stay but then there is some ambiguity as to why you were let go
