The downside would be that Congress, being spineless enablers, might pass the bill, which gives it perceived legitimacy and as actual legislation makes it a little harder to quickly rescind later by someone sane.

I may be naive, but I don't think we're getting tariffs enacted by Congress. 1.) They would be filibustered in the Senate, and I doubt Senate Republicans have the votes to kill that. 2.) Enacting tariffs is different from agreeing to let Trump do so by executive order. I predict cold feet.
I think they would be a hard sell.
