Whilst true, that in a constitutional monarchy under the Westminster system, that there are 3 institutions, the King usually only acts upon the advice of the Prime Minister. So has the King, since the restoration, ever withheld royal assent to bills? Would such an act create a constitutional crisis?

There's been no formal veto since 1708, though monarchs sometimes forbade their cabinets to bring measures forward. No one really knows what would happen if a monarch withheld assent today, because it's so long since it's been tested.
