Only to a certain extent which is why attempts to change the way society acts according to some "prefered" way of behavior always fails. You can't change the basic wiring. Like trying to teach a lion not to kill for food - unless you cage it in a zoo, but the instinct is always there.

It is people like you who believe like the Russian pseudoscientist Lysenko (look it up) that social pressures alone without genetic selection over many many generations can change a person's inheritable characteristics. It is why utopian schemes always fail of whatever color.

Do you desire to be kept in a cage? Let the lion out of the cage and it acts like a lion. Let North Korean people out of their servitude and they act normally. Force does not change you permanently it is an illusion that only fanatics and extreme ideologies like the Stalinist Soviet believes.
