GOVERNMENT OF THE DISTRICT OF COLUMBIA ADMINISTRATIVE ISSUANCE SYSTEM Mayor's Order 2025-090 September 2, 2025 SUBJECT: Creation of the Safe and Beautiful Emergency Operations Center ORIGINATING AGENCY: Office of the Mayor By virtue of the authority vested in me as Mayor of the District of Columbia by section 422(2) of the District of Columbia Home Rule Act, approved December 24, 1973, 87 Stat. 790, Pub. L. 93-198, D.C. Official Code § 1-204.22 (the C. On August 11, 2025, President Donald J. Trump declared a crime emergency in the District of Columbia set to expire on September 10, 2025, determining that special conditions exist that require the use of the MPD for federal purposes pursuant to Section 740 of the Home Rule Act. In response and pursuant to Section 740 of the Home Rule Act, I directed the Deputy Mayor for Public Safety and Justice to coordinate federal requests for MPD services to effectuate the shared goals of reducing crime and increasing a sense of security for residents and visitors, including a priority focus on violent crimes especially gun crimes. E. Federal law enforcement teams have accompanied MPD to augment the force, working jointly under a unified command structure comprised of MPD officials and federal officials. Since August 11, 2025, due to the cooperative efforts between District and federal officials, violent crime in the District has noticeably decreased. In addition to the current federal law enforcement surge, federal law enforcement continues to independently enforce federal law. Π. SAFE AND BEAUTIFUL EMERGENCY OPERATIONS CENTER There is established the Safe and Beautiful Emergency Operations Center ( A. The Deputy Mayor for Public Safety and Justice is designated to lead the efforts of the SBEOC to address requests for services from federal partners and to coordinate activities with the Task Force. The SBEOC structure is included in Appendix A and will be amended as necessary. B. The SBEOC will coordinate efforts, provide situational awareness, and logistical and resource support as follows: i. Assess cost, source of funds, legality, operational feasibility, and impact of service requests. ii. Provide regular situational updates and consolidated reports to the Mayor. Provide regular crime statistics from District law enforcement personnel, federal counterparts acting in their usual roles, and federal personnel specially deployed pursuant to the President's declaration, to the extent reported through our systems or known by District officials. C. All District government employees shall utilize the SBEOC to respond to requests for services regarding the federal surge and post emergency operations.

Through the SBEOC, the District will continue to communicate its priorities to federal counterparts and other ways the federal government can assist the District, with the primary goal of reducing gun violence, other violent crime and achieving the goals of the SBEOC workstreams: public safety and justice, encampments and homelessness, beautification and finance and economic resilience. The SBEOC will also continue to advance requests to federal partners that they adhere to effective community policing practices to maintain community confidence in law enforcement, such as by not wearing masks, clearly identifying their agency, and providing identification during arrests and encounters with the public.
