Birth and pre-hormonal levels of testosterone are irrelevant when discussing athletics of post-HRT transgender people, because those hormone levels have changed and caused resulting changes to the body. You're handwaving away the most important physical factor when discussing physical beings.
Honestly if anything, they're relevant insofar as delta from endogenous testosterone levels apparently has a WAY bigger correlation with athletic ability and performance than the actual levels
I.e., if a cis woman has naturally low T levels, and a trans woman has naturally high T levels, the trans woman suppressing her testosterone will put her at a disadvantage to the cis woman, even if her suppressed levels are still higher than the cis woman's
Of course, none of this is understood particularly well (at least, no where near well enough to base legislation on), because no one cares about studying it, because transphobia
My suspicion is that the effect is due to some kind of receptor desensitization effect, but that's coming from my neuroscience background and general understanding of biological signaling, not really premised on specific endocrinology knowledge.
