Oh come off it. You and I both know that when historical figures are gratuitously referred to as "white guys" it's intended with a sneer. (If anyone refers to, say, the classical Viennese composers as "white guys", contempt is clearly intended. The implicature comes from irrelevance)

I decided to reword this. "You problem" was unnecessarily rude. I think you're not appreciating all of the context which US-based urbanists have. Most people in these circles know the history of redlining, of bulldozing Black neighborhoods to build expressways, and who made those decisions.

There is, in fact, quite of lot of Stuff That Is Wrong here which was caused by white people in positions of power. In this context, I believe it is more descriptive than it is sneering. But I will say that from where I stand, self-aware white people acknowledging the shitty past is a good thing.

A lot of Stuff That Is Wrong is (perhaps) caused by "people who are more than 1.6 metres in height, in positions of power". If so the relevant property is surely "being in a position of power". Their being white, or being above 1.6 metres tall, is an irrelevant, along-for-the-ride distraction
