What I understand people mean is that actions can't deceive you but words can. The problem is that can be totally wrong! Actions can deceive you, too! Also, as I said, speaking is an act.

There's also such a thing as weak-willed action, where people's actions don't align with their values. People may in fact have good values and make mistakes or engage in weak-willed action!
