Actually, it "ain't gonna happen" now, but may happen before the midterms. There's discussion of a More States Option where CA, NY, NJ, IL divide into states of 3-4m creating 30-40 new states and 60-80 new senators. Art 4/ Sec 3 is crystal clear. It can happen, if citizens demand it.
