The police can’t do anything. The person is not operating a motor vehicle. They’re not suspected of a crime. They have no obligation to provide ID.

The police arent SUPPOSED to be able to do anything, but refusing to provide ID is now "obstruction" and "impeding", so yes, they ARE arresting people for that. THEY'RE EVEN ARRESTING CITIZENS WHO SHOW THEIR IDs. There is no reliance on rights anymore.
