They should have painted them before it was erected, with a paint sprayer. Once a fence is erected, where the pieces are joined cannot be painted. Painting 101.

They are probably using a paint that will readily flake off in the heat, and contaminate the soil under the "wall".

You are likely correct. Couldn’t tell if this was a tinted primer or if they were using epoxy, which would be the better paint for metal.
