The cookie represents care and money. The guy in the pic has unimaginable amounts of care and money that could be enough for you and the foreigners for several lifetimes and he's saying careful, the foreigner is taking up the tiny bit of the rest of the resources that he hasn't grabbed yet.

Labor creates money. Most of it goes to rich people. The one cookie that's left is divided among immigrants and everyone else, as shown in the comic. The comic doesn't address illegality because it's just one panel not a whole entire comic book. These are 2 separate points.
