This is a fact! Years ago, my stepmother had a friend who was married to a cop in small borough outside of Pittsburgh, PA. He was on duty one night when they had a fight..he came home hourly & beat her up. She knew calling the cops was useless, in the past, they never came.
His mother lived with them, although the mother ignored her pleas for help.
She finally had a friend send an ambulance. The pictures of the physical abuse & violent rape were hard to look at. Yet, he was still a cop.
There is a sentiment, which is reality, of impunity in law enforcement.
