No conflict, just a revision, which happens w federal data all the time. For example, birth data: 1st a provisional report. When they get data from late contributors (e.g., overworked state employees) or states send corrections, they revise & release final report. www.cdc.gov/nchs/data/vs...
Yep, revisions are not just common, but expected. It's incredibly complicated data and it takes quite a large team of people to get the numbers that are finally presented. Of course if you only present numbers the govt wants, then you don't need the team or the data.
