I kind of think we're gonna see the LA playbook again? Step up ICE raids in Chicago, enflame locals into protesting, use any protestor excess to justify calling the Illinois national guard. Unlike DC this causes MORE disorder/crime, as saw in LA where the mayor had to impose curfews.
