Actually, no. States can sign cooperation agreements with other countries, but the constitution (Article II Section 2 Clause 2) provides that legally binding treaties (eg free trade agreements) with foreign countries must be negotiated by the president and approved by a 2/3 vote of the Senate.

He's not exactly playing by any rules so who cares what the Senate rules are. Those rules are null, there isn't a single Maga senator who has the gravitas to care about what the rules are, if they did we wouldn't be on this hell bound train. They're putrid willing participants in this 💩 show! 👎

The call it a "cooperation agreement". The orange MAGAt ignores the constitution so why tf should Newsom follow the rules . . . . if trump doesn't like it he can file suit.

Newsom has done nothing wrong. It’s just misleading to suggest that what he has signed wad a binding international treaty, that’s all.
