I think a couple of key phrases in the article point to the cause: "selective" means many people now do not feel the societal pressure to marry. Since the '50s or early '60s the "shame" of bearing a child "out of wedlock" has disappeared.
I don't agree that the shame has disappeared, but it's certainly less stigmatised than it was. :-) But yes, I think you're correct with your interpretation there, Don.
