I live in a Latino nbrhd,yet decisions are made by others,(white guys mostly),despite Latinos owning top businesses, doing hard work daily, commerce.This disconnect undermines true representation,equity, highlighting a systemic imbalance and deserves urgent correction, at large, across the Country.

You’re describing the problem. Redistricting Hispanic-majority areas to split them across districts dilutes their voting power, this is called “cracking.” It prevents them from forming a majority in any one district, undermining fair representation. That’s textbook vote dilution.
