Anyone know what the “1789” thing on his left sleeve signifies? Is that his hometown militia?

The U.S. Customs Service was established in 1789, so for once this isn't some right wing militia thing, thankfully. A lot of their badges has that year in it.

yeah, it does say something about the state of things. There will probably be another picture of this guy and we'll see some awful tattoo or something, but the badge at least is legit.
