I have an e-bike (class2) and pedal bikes, I can hit the same speeds on both (just not for the same duration).
Most days, on either type of bike, I’m passing or keeping up with car traffic. They may as well reduce the car speed limits to 15 mph since they rarely get to 25 mph.
Improved infrastructure is wildly more important. Get dedicated PBLs on streets, and separate the bike and walking paths on the lake front. The difference between 15 and 20 mph doesn't matter nearly as much as infrastructure design.
